The New York legislature allocated $1 million for schools across the entire state to adopt rules aimed at accommodating English language learners that include hiring bilingual teachers, leaving schools scrambling to find qualified educators. Finding teachers who fit these requirements has posed a challenge as most schools are simply struggling to provide current teachers with qualifications to teach English language learners in the first place.
