School Closures Dominate Chicago Mayor Runoff
Chicago Mayor Rahm Emanuel is in a runoff election against Jesus “Chuy” Garcia. The closure in 2013 of 49 schools has made for one of the most divisive issues of the campaign. Opponents of the incumbent, backed by a powerful local teachers union and other grassroots organizations, discount statistical improvements in student achievement after the closures, pointing to the disenfranchisement of minority and low-income families.
