Opinion: Buying Development Rights Preserves Watersheds
Protecting watersheds and aquifer recharge areas should be a priority for the House Natural Resources Committee, writes Andrew Sansom, executive director of the Meadows Center for Water and the Environment at Texas State University. Purchasing development rights from private landowners in critical watersheds, he says, is a proven way to protect rural and agricultural land for the benefit of the state's natural resources.
