Gov. Rick Perry announced his plans to "uproot" and "overhaul" Washington, D.C. this morning in Iowa. If he is elected, the Republican presidential candidate promised he would reform the way federal government operates. That would include making Congress a part-time operation, cutting the salaries of its members, criminalizing insider trading by lawmakers, ending lifetime judiciary appointments, freezing all pending federal regulations and dismantling or restructuring federal agencies.
